Nobody in the queue, fast, but car come with only half tank of gas.

The vendor deliver the car with half tank of gas only. When I return the car with full tank gas, they said they will not return the gas fee. I am curious how to refuel to half tank? Fortunately, after complaining to Zuzuche, my extra gas fee was refunded.
